The Cost of Service Report is prepared annually by the Water Replenishment District of Southern California to describe the services the District anticipates performing in the coming fiscal year. The costs associated with those services are described using best available information, along with an evaluation of the fair and equitable replenishment assessment necessary to cover those costs.
